This is a East German KdA hat, worn by the Kampfgruppen der Arbeiterklasse' or "Combat Groups of the Working Class". It was east German equivalent to lie a civil defense/militia.
The hat has a light amount padding and fold down ear flaps for cold weather. come complete with the East German pin.
