This is a Yugoslavian NE44 steel helmet, issued to the yugo army during the Cold War years, and even into the 1990s during the balkans civil wars. This helmet has the Yugoslavian red star painted on the front, the liner is a cotton/canvas lie straps with a torn chin strap.
This helmet is a unique one, as it appears to have been used during the balkan civil war in the 1990s.
